CARB held a seminar outlining results on a recent contract on “Strategies for Incentivizing High-Occupancy, Zero-Emission, New Mobility Options” (Contract 19RD009).     I am writing to urge you to reconsider the ban on Tier 0 (T0) and Tier 1 (T1) locomotives, specifically the EMD F40PH and GE P30CH models, and work towards a solution that allows for their continued operation beyond 2030. These iconic locomotives have been an integral part of California's transportation history and cultural heritage for decades. Banning them would not only erase a significant part of our state's history but also devastate the tourist railroads and museums that rely on them. Instead, I propose the following: 1. Develop a comprehensive plan to retrofit these locomotives with modern emissions controls, such as diesel particulate filters and selective catalytic reduction systems. 2. Establish a special permit program for limited use of these locomotives for heritage excursions, tourist operations, and educational purposes. 3. Work with stakeholders to develop a phased retirement and replacement plan that prioritizes the preservation of historic locomotives and allows for their continued operation beyond 2030. I believe this approach will strike a balance between environmental concerns and cultural preservation. These locomotives have significant historical and cultural value, and their continued operation will provide economic benefits to local communities and promote tourism. I request that you consider this proposal and work with stakeholders to develop a plan that allows for the continued operation of these locomotives beyond 2030.

    First of all you don't have the infrastructure NOW to do it NOW. Why would a fleet owner buy into this when he is told by local cities we don't have the ability to give you that power. In some cases large companies would use more power than the city themselves they are in. Lastly the sheer weight of the trucks would tear up our roads in less than two years we would live in pot hole city along with tire life cut in half. We will not even go into battery life and disposal of batteries. thats a story by it selfs.Take her to Barstow California and stick her face after you slap it a few times into a community that is 86.7 % on welfare and tell that city why she killed thousands of jobs in a giant rail yard because we don 't have the ability to produce all electric locomotives in her NOW time frame.

    The only problem with electric vehicles is making the batteries to run them leaves a higher carbon footprint than gas cars

      No, not in most cases. There've been studies done that show that even the most inefficient electric vehicles are more environmentally-friendly than traditional internal-combustion engine vehicles. The batteries are hard to recycle, though, but they're getting better.

    This is absolutely bullshit with ARB and CARB regulations that enforce companies to retrofit their diesel trucks , if the truck fail the test and get a $10,000 fine for a failed test. That is absurd and BULLSHIT ! if the government want the truck companies to retrofit, the government should provided every truck companies a retrofit kit at no charge. And have a test site to test out the trucks at no charge. It's not the truck companies or bus companies fault.
